Budokai 3 was probably the best for me.
Burst Limit had too lttle content.
In the Tenkaichi series all of the characters have the same exact combos.
I've yet to play raging blast though.

I wouldn't say exact... Throws and the AAAB etc type moves do vary for each fighter. But they are limited in scope. There's only 6 or so moves that come about and different characters have them set in a different order for AB, AAB, AAAB, AAAAB, AAAAAB, etc. Some will do a set of little kicks or a heavy finish, and some can do multiple heavy finishes. Some do a chargeable ki push and some of THOSE you can then hit folks around a little afterwards. They're not all the exact same, but they don't vary much.

too many people like the Budokai Tenkaichi games lol, in my opinion those were absolute garbage. Me and a friend played thru 1 and 2 in a single weekend. Then we are like "sweet now we got all the characters unlocked and can have epic battles" unfortunately we found out that we were both good enuff to where whoever got the first attack won 99% of the time because you can just not let the other guy move. Maybe we were missing something, but we beat the game on hard so....
But anyway, best modern game so far was probably Budokai 3. Great fun story mode, brought back the old school level up mode from ultimate battle 22 and GT games for ps1. AND THE SKILL CAPSULES OMG!!!!! Why oh why on earth did they ditch these for every game since. I get so bored with the new games without the customizable character builds and having all the skills to collect. I 100% all 3 Budokais for this reason and logged hundreds of hours battling friends on each. But every fighter they've made since hasn't really been able to hold my attention.
Burst Limit was okay, a big step back in the right direction. Only thing it was really missing for me was capsules for skills like the Budokais. Online was kinda cool but being able to do your best attack with pretty much 1 button was just kinda stupid. I haven't played it yet, but unfortunately it looks to me like the newest game went back towards the tenkaichi gameplay instead of going more towards the old Budokai gameplay..

I hope they make a Dragonball rpg sorta like DBO except with HD graphics and physics. Then later on have a nextgen DBO lol

I just remembered another good one. Did anyone play Legend of the Super Saiyan for Super Famicom? Awesome RPG with Final Fantasy style random encounters. The battle system involved using cards with different attack and defense ratings and certain special cards that did things like ki attacks. It covered Raditz through Frieza really well and in depth, you even did levels as Goku on both King Kai's planet and in the gravity enhanced CC spaceship on the way to namek. I'm rediscovering too many old games lol, already more new games coming out than I have time to play...

That sounds a little bit like the recent game "Attack of the Saiyans." If you enjoyed that game, I reccomend you check this one out. It's kind of a generic JRPG, but with Dragon Ball characters, and being the JRPG lover I am, I'd say it's probably my favorite Dragon Ball game to date.

For me controls of raging blast isnt much hard =P
I played these games: Dragon Ball Z Budokai 3, Dragon Ball Z Shin Budokai 2, Dragon Ball Z Burst Limit (sadly only demo), Dragon ball Raging blast (Fully completed and 27/50 achievements), DBZ SuperSonic warriors 1 & 2,Dragon Ball GT (GBA), DBZ Buu's Fury and Dragon Ball Z Saga's (on my first Xbox).
And i dont like only DBGT game because this isnt much interesting and there not much attacks.
