The link you provided, it says this event starts from April 28th to May 10th and consists of 3 parts, each parts start at certain time period.

These 3 parts of events is where you have the chance in a draw to win a VIP code for earlier testing by participating in the vote and comment on the board. Each part has 3 different questions open to voting, the first one asked about your favorite race that you are planning to play in the game, choosing between human, majin and namekian, the second and the third has not shown yet.

To vote, you must meet these 2 requirements,

1. To register an account at Wasabii
2. To become a full member
