I think Kidstone played some with no IP block.

Then i doubt they will put it on dbo & if they do i think there are ways of getting through those ip blocks

The chances for Full accounts and IP blockers are the same as not need them. I don't think they will IP block nor need Full account to play, still if a Full account with Authentication is needed it would be easier to get it from a Chinese then a Korean because in my opinion Chinese are really nice people compared with Korean (just saying what I have experienced between them, I am not saying everyone is the same). So in my guess TW version will be more open to forgeiners then Korean version.

Finally a Chinese version of DBO, I would care less if the English version is coming on the next day, I am fine with playing on the Chinese server. :) But if anyone joining the TW server bandwagon, I will be willing to help and translate if you need the help so everyone can understand better, until then...
