I bet you all of my money that you will be able to fly at one point in this game. They said they have only 20% of the story put into the game right now and they are way too early in production to even think about dbgt. That means they have a crap load of room to work with and they dont wanna let you fly at the beginning thats like level 60 or w.e. There gonna make you work for it.

Techincally we know how to fly,we're flying when we are using the HTB skills <_<.

They just didn't implement the free flying.

My guess would be that they didn't know what kind of a limit to put on flying.
Besides everyone would have been excited about flying at first,but after seeing that flying has nothing to do with anything in this game(because as i said,it would have been terrible to have flying in PvP),it would have been rarely used,maybe only to get to a certain place - still it depends on flying speed,if you get some slow ass flying,I'd rather ride a mount.

Besides it's a good new skill to release in new expansions.
