k my dbo setup is downloading once that over i can do the english patch **** then bypass launcher and go to stuff login and should work T.T if not ill do what you said reboot computer

That should work. I personally don't use the patch anymore, but if you're just starting out it's good to use just so you know the NPCs and such.

OS means Operating System. And yes, if you delete it then you have to reinstall it.

If you're trying to delete the folder manually, just go to your Computer (OS) and search for DBO. It'll bring up any related files
