Hey, you need level 30 crafting to have a chance, although there is only a 20% chance of crafting rare. There are guides on this forum for crafting, you need to farm mobs of the appropriate level and disassemble armour/weapons to get crafting material. You can also buy everything off AH

Did you enter your e-mail address when you paid for the Cash points? You should get a clarification e-mail when the processing is complete.

Once you do that, you can either buy points from Wasabii using PayPal or you can head over to CN-USA and buy points over there. There is another guide on that I believe in the TW guides section.
