Jocer requested to have his account deleted and was instead given a 100 point infraction called Account Closed. He has since used 1 account he made himself as well as logging onto other people's accounts to cause trouble.

He's using these accounts to flame. Regardless of the reasons for the initial ban, using additional accounts to flame falls under using multiple accounts to avoid bans or infractions, as doing so is an attempt to avoid the inevitable consequences on the main account.

As for using someone else's accounts, no there isn't a rule stating that. We generally don't have an issue with it as long as nobody is breaking the rules. However when someone shares info with someone else, and that someone breaks the rules, the account owner shares in the consequences, as I explained in the thread.
