I'm pretty sure there's also something that plugs into your Scouter that gives you increased LP or EP regeneration. I have one in my Scouter at the moment. It's also important to note that you might confuse the earrings and such for EP boosting items. Just make sure it's not one of those.

Chips sux, they never give you enough ep recovery.. If you want high recovery you need gear
