Yamcha dogi and General Blue dogi can be obtained by either winning party budokai or winning single budokai(adult or junior). If you win you get an orange chip. You take the chip to the vendor with the dogis and buy one. Yamcha dogi cost 15k medusa points and 1 orange chip. I think General Blue is 65k medusa points or something relatively close and 1 orange chip. Yamcha dogi requires lvl 30 to be worn and General Blue requires lvl 50(But you can buy them at any lvl you want just can wear them till you reach the lvl required).

Hundreds enter sometimes thousands. Only a few hundred get picked to enter. Its kinda a first come first serve basis. Don't enter to late and expect to be entered into the budokai. After the number selecting is done everyone is entered randomly into preliminary brackets. These brackets have up to 8 people in them all fighting to get a spot into the top 32. Winner of the brackets moves on(in the event of a tie dice is rolled to determine which players moves on). Party Budokai goes on at the same time. This is where normally party's of 5 face off. Same concept fight in preliminaries if you are required to to move on to the top 16. Fight until you lose or win it all. A total of 6 people can win the tournament from adult and 6 from junior so a total of 12 people win each week there is budokai.
My main is Saiyaman on server 2 of the Taiwanese version. Secured the name early in hope to obtain the Great Saiyaman set at some point. Sadly I have no waguwagu coins or means to participate in these local tourneys. I've been following the AH but none of the items have made their way there. I'm not sure the items can be sold.
