I'd like to correct something I said in some post earlier. Apparently,you get the level up item no matter what level the character is,even if it's 10+,as long as it was made after the event started of course.Just got one on my level 34 alt.
Then seriously i don't understand what im doing wrong i created a new character, lvled him to 10, nothing . alts that are under lvl 33 nothing.. nothing at all :(

Also if anyone have ever noticed,you receive the items from a GM,not the "system" itself.That is why some people got it quite fast,and some had to wait.
GMs send the items,they're not machines,so they take some time to send to all new characters.
