If i have a level 55 armor jacket and it has +4 and another lvl 55 jacket with no upgrades. can i transer them to the other jacket? and the same with weapons? do i need a special item?

No, you cannot transfer stats from one weapon to another, and there is no item that allows that.

in kr server long time ago, there the item to doing upgrade transfer (blue sand).
