Event guy is giving out fortune cookies. Whats the deal with those?

They are used to get some speical buffs.
Step1. Right Click the fortune cookie you got.

Step2. Click the scroll that pops up in your inventory after clicking the fortune cookie.

Step3. Get a Random Buff
