Yesterday I saw, in AH, a earring rare with a +24 bonus in DEX. where I can drop it? And there are earring with high bonus in FOC?

No, there is no such thing as high Focus earrings. The only focus earrings I believe is from CC dungeon.
24 Dex earrings were most likely obtained through boxes. What people I know do is they buy a level 60 earring (a cheap one with bad stats) and then box it until they get something good.

Silver box or just regular brown box. The only thing silver box allows the user to do is to pick the certain stat they want on the item they used it on.
