hey, i just finished getting all my dragon balls but not sure if i should use them, im only lvl 20, so wat do you guys think

Those are very, very likely the quest Dragon Balls, in which case, yes, you should use them. The equipment you get is quite useful at that level, and there's only a single wish you get.
