They only require additional methods of authentication for people above 17 (which you can't fake) and you need to be 15 to get into the beta. That's where 92-94 comes from. Once the game is released they'll probably remove the age 15 restriction and you might be able to play with a KSSN beginning with 95+.

Whoever owns the KSSN has taken measures to prevent people from stealing their identity. You can't use that KSSN.
