Lol, those aren't whispers.. whispers would come up in green/very light blue in the box beneath the second box.
The first box is all about shouting and stuff, for example: people shouting to get a party for a timequest.
The second box is all about what is going on with your character, for example; you hit a monster - it would come up in the second box - some quest dialogue would also come up in the second box.
The third box is just about people talking around you - whispers and party talk.
