What are the requirements needed before I can get fly?

Also how in the world do I find the dragonballs?

To fly you can start at level 15 but you need to be level 30 and be an adult I believe , click on guides in the forum section and there are quest guides to help you along the way

2nd tier 1 dragonballs are found during low level quests last quest at lvl 19 or 20 ,
The good dragonballs are drops you find during db hunt , you need the find db chip for scouter which you can get from completing all quests to get 1st tier DBS

ah well i have had trouble with some of the quests for one thing because generally on some of them they have markers on the mini map pointing to where i have to go even if its an npc i have to talk to or an area of some sort. However there are some i have registered that have no markers on the mini map so i do not know what to do for those and they are pretty much just no go for me. As for the fly I saw a kid flying once so i do not think you have to be an adult to fly, just saiyan.

Oh which brings me to another question, for the quests that dont have the marks on the mini maps how are we supposed to complete them if we dont know where to go? Does anyone have a guide for this?
