I am level 4 so far but it will not let me learn the power up skill? WRYYYYY!?

You need to do the first TLQ to get it, look for a quest that gives you the picture of the power up skill as a reward

im lvl 30 and got the 7 dragon balls why i cant learn the ssj skill ?? do i need to be lvl 40 ???
