I'm curious if the best gear for end game PvP is achieved through actual PvP, or do you end up running PvE dungeons to be competitive in PvP?

To be honest, it can be achieved through neither PVP or PVE. What most people do is just use cash points, buy alot of zenni and boxes, and just buy the gear they want off the auction house (AH) or box the stats they want on the specific piece of gear they want.
The only set of gear the is good for pvp that cannot be obtained through the Auction house is CC dungeon accessories, or scramble accessories, which both require a person to box the stats they want (apart from CC rings, those can be crafted or bought from the vending machine with the stats you want).
When it comes to running through normal UD dungeons/TMQs, then it is pretty hard finding a party in game wanting to spam these because the drop rate is pretty crappy when dropping good weapons/amour. Most people just buy off the AH and box it instead of going through all of the effort. It's a shame really, boxes ruined PVE content for the game due to most people just buying and boxing gear on the AH.
