I described it all a few messages up from this one ;-)
102 CD (stat points) equals 72% CD reduction in form of percentage. And as I'm writing this, I realised that I forgot to add in Plasmas 15 CD buff on top of the 72% cap earlier mentioned, which makes the actual cap for now close to 80%.

29 + 23 + 23 +8 +8 +15 from plasma = 106

74.2 CD

As Easy4me2own said,CD is capped at 100.It doesn't matter if you have 100 CD reduction or 106 CD reduction,the CD on your skills will still be the same.

Eugenneh, I haven't seen anyone with a direct CD Stat % cap, cause the only cap is when you can't acquire any more CD items , dogis etc, or when your CD passives / buffs are maxed. There's no cap in % like you think, atleast not on the Korean version.

Doesn't really matter in my opinion. By the time the skill is fully casted it will be off cooldown as long as u gott the accessories for it
