it does looks like a buff, but i don't see the point of showing a nude dude raising his hands for a buff... so i think it's something about the GENKIDAMA

this has been in the game files since that time netmarble released a patchnote where they were showing people using and releasing genkidamas, where that would have been a move in a new update ( few will remember this) , but it just didnt happened back in the days. It was that update where they added the weight system.
