Hey guys im only lvl 18 (i think im on the wrong server to you guys)
Anyway - I have 5 dragonballs right now and i was wondering if they were only obtainable by the quests? so far they have been and i skipped a few in the very first section, should i be worried? lol
Also - with the first wish, what wishes can i choose from?
The Quest dragonballs are only obtainable through the quest yes.
You wont get any choices 1 wish only that will give you a Dragonball Scouter chip,
and: A level 20 set for your class,
and: a item to sell for 10.000 zeni.
During the weekend you can find a different type of Dragonballs. these do not count for the before mentioned quest dragonballs.

if they lead to quest dragonballs then i would deffenitly advice to do so.
or you don't mind equipment that you can use for at least 10 levels, 10.000 zeni, and a dragonball scouter? ;)
Just wanna point out that you get the dragonballs in order. I have the first 6. My first one was the third one... then i got the 4th and 5th... then I decided to go back and check other quests and sure enough I got the first 2 (in like 10 minutes, I might add).
So just take that into consideration. I'm at level 18 as well and have 6 so either you haven't gotten the latest one or you missed one somewhere.

I wouldn't recommend skipping quests, even the early ones. You just never know what they will lead to. Some might lead to quest dbs while some might lead to other quests that will give some decent items (ie. upgrade stones). I know some of the quests are hard to figure out, but eventually you will figure them out. You can also ask for some help if you are completely clueless as to what to do
It's easy to check if they offer a Dragonball or not, especially when the window of the Quest Offers shows what you're going to get if you complete it.... >.>
I just got the last Dragonball yesterday, it's a Lv.20 quest from the Indian dude, the Lv.20 set is rather nice. :]
