First of all Concentration for MA is not a percentage

I have 1 CD and on my HTB and SSJ I get 59m 34.8s
so that means that my 1 CD does 25.2s

now to work out how much percentage CD does exactly
you have to find out how much CD = 100%

1hr = 60m
1m = 60s
60 x 60 = 3600

3600/25.2 = 142.857142857

so 100% CD = 142.857142857

divide by 100 to get 1% = 1.42857142857

so 1 CD = 1.42857142857%

I have 37 CD on my tank (18 + 19) and the Great namek CD is 44:27,6, so it means that the CD reduces 15:33,4, in other words, the 25.9%.

To be exactly, in TW 1 CD = 0.7% CD.

So its possible get 143CD with itens + Concentration?
