I think you need + - 1.43 points CD (%) to reduce 1% CD (real value) of each skill.
If you have 1% CD (real value) on a skill with 10sec CD, it will reduce 0.1 sec from this skill.
In a skill with 1hour CD, 1% CD (real value) will reduce this skill 36sec.
So the ratio is the same for all CD calculation.
You need 1.43% CD points to be able to reduce 1% of this max CD, in the others words you will need 143 points CD to use their skills without any delay
