Whoever holds it is irrelevant, everyone knows that wherever there's DB there's a profit to be made

Which means that if someone who doesn't hold the licence would either have to purchase the license, assuming its for sale. Or they have to pay dues to the one that holds the license, in both cases that takes time and a lot of money...

Its not like they can just do it simply because there might be profit in it.....
And as a lot of people already pointed out, there's likely a lot of money to be made so a lot of groups/companies will be interested should it come to an international release....

I'm just saying that it's a step in the right direction, if Bandai is publishing it in Japan doing the same for America and Europe isn't such a wild concept

Ya Rly. Releasing a game based on Dragon Ball would seem to be a liscensing disaster in the making, but it seems pretty organized as of late. Namco Bandai does own international publishing rights at the moment, and Funimation only applies to America. It wouldn't be that hard to get the game released, but it could take a while to translate.

From what i've read 3-4 months seems to be the standard time for translating a mmorpg for other markets

True, but they've said they're waiting for it to be released in Japan to see how well it does. As if they're not going to eat it up over there. They need to get the Japanese translation done first. Depending on how long it's been since they started translation, I'd say it'll be around September~October for a Japanese release and December~February 2011 for an international one. But of course, this could take longer than anyone expects.

As i've said before, the task of translating and adapting the game towards an international version would in all likelyhood be quicker then all the corperate bullcrap involved of getting the licencing done properly =)

There's potentially a lot of money to be made... Money talks, and talking takes time.
