Is there way all skill reset to 30lvl and more?

If you are under level 30 you can reset your skills for free from your Class Master NPC (Spiritualist Master, Fighter Master, etc.). You can find them in any major city.

If you are over level 30 you can still reset your skills but by using the Skill Reset Book. It's that "Green Book" that sells around ~350 Mil (on TW).

Yes...and brown book removes 1 skill point from a skill
