also rebalances.
There will be an upgrade version. And the release version will include about $40 worth of SFIV DLC.

Wow. At first, I almost couldn't believe they released a new game, but then I remembered that it's Street Fighter.

Did anyone else notice that only 4 characters were revealed in the trailer when they promised five? Makes me wonder what they have planned for a fifth...

They are adding more modes too. If they add Scramble, that will be one of the most played modes. Also this is the first time those 4 characters are playable in a PURE Street Fighter. SSFIV system >>>> SFxT
So that plus the balancing, it will be the most refined SFIV.

Which is actually fine, Ultra SFIV would be a lot better than SFV, which would probably only start with 20 characters. xD Ultra SFIV is going to have the best roster in the entire franchise's history with these additions.

I don't mind if the 5th character is also Final Fight related, there is a particular wrestler that has yet to
be in a Street Fighter.

They should include Scramble mode.

Scramble mode would be far more interesting for this. ^_^
(there's already too many multiplayer modes involving taking turns. Scramble is refreshing and even more fun than SFA3's dramatic battle. )

(though I think each player in Ultra SFIV Scramble should have their own health bar instead of shared, make the fights feel more complete., but I guess
they made it share health bar so 1 player isn't left fighting 2 on their own, but hey it's possible for 1 to defeat 2, as Dramatic Battle proved.)

interview

“the balance feedback process for Ultra Street Fighter IV has been more open than any other fighting game in Capcom history.”

“We received over 18,000 responses from North America and Europe, and over 12,000 responses from Japan. Throughout this process, we were able to see common trends as to what fans wanted out of this update, and as such, we feel strongly that this will be the best balance iteration of the series,”

“Our approach for balancing the game this time is to make the lesser used characters a bit stronger, so that all characters are considered a threat,” says Dahlgren. The idea here is not to “nerf” the popular 10 but rather to make minor adjustments to them, “while boosting up the other characters so they can be just as dominant.”

Excellent!! that how fighting game balancing should work so everyone is viable in high level competition.
