He doesn't have, it. I'm level 39 and my skill sheet looks exactly the same even when I mouse over it.

I have all DBs atm and hadn't used them yet.

The icon isn't lit. It's pretty obvious that your character doesn't have it unlocked.

And it isn't supposed to show red text or anything like that either.
