I did the quests from 1-20 to get the first tier of them. Just reading though the forums it says i got a dragonball finding chip for my scouter when i did that.

Nope. That is no longer the case. You have to get certain scouters now to do things like dragonball hunt and scan others. Go to Korin and buy the red scouter.
