Im not a part of the team and i have no idea if this is anywhere close to truw, so do not judge me on this one.

What i think is going on is that they have the files from the old game, and they have some sort of Hamachi server up and running so that they can test the game out. But problem here is that they are NOT allowed to release the old game with all the same coding. So step one will have to be recoding, and that alone can take a war. Its hard but not impossible. But think about all the work and time they have to use to code every thing over again. Its like creating a game from scaps, but still with some of the original codings. Secound would be to get a REAL server. Even tho Hamachi can provide a server with a limited number of people, the DBOPS team have realised that a small server like that will not work for the amount of people that have to join in on the game. They will have to get a server that can keep up with all the people who will be playing the game. And for the new people who will join in the future. When that is done you would think the Closed Beta would be ready. Well for my part i have a feeling it won't. Theny will have to test every area on their own to make sure everything works as intended.
Now for the part of getting the game out there. On the new Padge i have a feeling there will be a link where you can download the client just like Dragonball Online. But again there is some work in that too. If you make a account on the new padge and that will be the name and pass to use in game aswell. They have to some how link the game to the padge so they work together.
Now i know some of you think that i have no idea what im talking about, and honestly i don't. or i do abit. All i know is shuff i know from my own experience. And all the stuff i have mentioned is stuff that they will have to go through, Plus even more that i forgot to say or did not know about. Tahts is the reason they have no idea when the game will be released.
if everything goes easy and nice and they already have a server. Maybe it will be out early 2014. But if its harder than they thought, and the server have problems. maybe it will be Late 2014. I understand you want a release date just as much as i do, but i think they have decided not du say anything so you don't get disappointed if it gets delayed.

yea that's what I am waiting for I think its the website but I hope it's the beta

If they do have a server up and running that's good because they get to see what needs to be fixed and see things that needs improvements. On the other hand it may lead to delays due to size and copyright... Just wait for New Years.... I do to wish for the beta but I'm not getting my hopes up

woah you have so much experience on this matter you should've joined the team you would've been of great help as an adviser to the others (my opinion)
