Well i think Akria Toriyama will give a shit about DBOR or whatever they will name it...
I heared that he designed some Chars/Mops/NPC's for the game, so i'm not so sure he didn't
get any money out of it...

Biggest problem will be the "Licence-owner" (still Bandai i guess)... If they realize there is
someone "earning" money with DB without having a licence, they will get their lawyers, and try to
shut it down! The DB franchise is still a "cash cow" that generates money so you won't get it for
free... You can only avoid by buying a licence (good luck with that), or rename and change the
looks of everything in game. Maybe you can call it "Dragon Power" like the old NES/FAMICOM
Dragonball games where called in US. Or like in the "legandary" taiwanease live-action Movie

The most common tactic in this situation is just idle threats. Copyright holders will send you an email or something telling you that they can sue you and to stop immediately. They do this in hopes the infringer will cease and desist to avoid spending resources on a lengthy court battle. If you call the bluff and the projected "losses" that would result from leaving you alone are less than the costs of the court battle, they'll leave you alone.
