They do have scooters in the game. You get your first one around lvl 15 I think. The others you have to either purchase from merchants, or get the better one's from the cash shop.
Trippin, the only thing I can recommend is re-downloading the game. Something went wrong during your installation. Those dots should come up as long you can play.
