It's from an event. I don't know the specifics of it, though. It turns you into a Super Saiyan for 30 minutes, regardless of your level. There are other pots for Majin and Namekian transformations, but I doubt they're really worth it, as they can't use any skills while transformed.
actually you gain the effects of SSJ, and i assume the same goes for majins and nameks, but my 16 human MA was critting mobs for 400 lol and his ap and stats went way up. I also could not buff while in ssj form, but i was sure hitting very very very hard.

people have their own opinions and you have yours. no sense in trying to brag about.... ANY WAY. I used one of these pots on my buu just now and you do NOT get the skills you need to use in the form. So basicly you just run around auto attacking for a good amount while in this form lol. I would assume the nameks work the same way. sucks for buus and nameks to get this unless you are 50+ and need em for in case your transformation is on cooldown :(
