Don't skip quests (with the exception of the ones in the beginning that don't put circles on your map) and you'll find it eventually.

Like cit is saying, do NOT skip quests asides from the ones that don't give you an circles (These ones involve you doing simple things like opening a shop, identifying items, scanning stuff, using the teleport, etc etc)
If you do all the quests, then you should be fine. The levels you get said quests at are
4, 9, and 14. So the quests would be located in those respective area's. If you're still having trouble finding them, then simply backtrack from the starter town and proceed forward running through each town/village you passed by upon leaving. You WILL find the quests, as they are easy to find, and to do. Also to further clarify, the Red Circle will lead you to a swirly time rift thing. Easier classified as a Time-Line, or Time-Rift Quest, than a TMQ (Time machine quest) which is incorrect terminology.
