AE is just milking the franchise with little effort put into it and little added.
It's not like the huge difference between SFIV and SSFIV.
AE just adds two characters that could almost be mistaken for twins, and two new versions of existing characters (Oni Akuma and Evil Ryu...how creative). There is said to be rebalances, and added replay features, but it's still a small step forward.
You can most likely find SSFIV now for less than $30.

If you haven't bought the original game yet, I'd say just hold off and get the Arcade Edition, unless paying another $10 is much of an issue. If you own a 3DS, though, definitely pick up SSFIV for it. It's probably the best the game available for the system so far. One thing the console version doesn't have is an over-the-shoulder perspective mode on it, which is an interesting way to play. It's not like a typical port to a handheld system. It's essentially the exact same thing, minus moving backgrounds. The character models look nothing short of amazing, though.
I've never actually played a Street Fighter game until the past week or so, and I've been hooked on it since. I don't expect the effects to wear off any time soon.

It took me three minutes after popping in the game. Half of that time was the opening sequence...
