I was thinking if it will be able to restart habilities or we have to pay real cash after 30.

NPC can reset your skill (ZENNY) but only for lvl 30 or 29 i dont remember.

TBH, I think they should give a free skill reset after we get level 38 because it could mes up our builds since we couldn't get 5 right away.
