I recall that there was a bug with transferring upgraded stats (with the blue triangle sand) from one item to another where the newly upgraded item was significantly weaker than it should have been. At the time it could only be resolved by downgrading the item once and then upgrading it again.

Has this been resolved yet or do we still need to downgrade and upgrade again?

can you tell me the specific again. what items you transferring?. i think you was doing transferring from +6 (weapon) or +4 (armor) to your new items.

try transferring from +5 (weapon) or +3 (armor) to your new items.

just one way to solve this, is downgrade it one, and upgrade it again.
but if you want to do transferring again to your new items, search white items (not legend, rare, ex, or superior) at auction, sometime you will see the items with over +8. buy it, and transfer to new items. so you can keep your upgrade stones.

i buy +11 white glove, and i transferring to my new glove, after that i downgrade it to +10, i can do upgrade it again after transferring to be +12. but i will playing cards.

I transferred from +5. The stats looked low but seemed to be fixed after logging out and logging back in.

Do I need to downgrade my +5 and upgrade again?

I had that problem to but me just logging out then back in fixed it so might want to try that.

don't downgrade. you must upgrde to fixed. cause +5 still in safety upgrade (+6) or you can use pure (1-3) stones. make upgrade npc to be bug. so you will success to get upgrade +3, from +5. so your weapon will be +8.

they removed this feature from the game currently, so u cant do the transfer, until further notice.
