if your lvl 32 id recommend starting to look for better gear and not wasting time or money on getting lvl 21 stone. your lvl 21 dragon ball gear is already or will be soon outdated. best bet is to hope u find good gear or buy some cheap lvl 38 gear of market. you should be able to hit 38 in less than a day.
Question that has been on my mind for a while , do some monsters have higher chances to drop upgrade stones then others , or are the stones a random drop (same drop chance) off any monster ?
Their pretty much all random drops, and it comes down to luck. I've gotten Purples from the Lv 30 Dungeons, but they were totally out of the ordinary.
If you really are going for it, pull off some huge area AoEs, clear mob areas to maximize your chances.
But I highly suggest just buying crystals, since theres currently no efficient way to actually farm them. You'll make money faster to buy these than to farm.
Upgrade stone drops are so rare and so random that there's no effective way of farming them. Best thing to do would be just to farm the money needed and then buy them from the auction house.
Since it's relatively easy to get to level 55 these days, focus on maxing your level and then upgrade you gear. Lower level equipment quickly becomes obsolete.
