For the transformations is it get lvl 40 and u can search for dragonballs or lvl 50 search for dragon balls

You can find dragon balls at any level, but you have to be level 40 to get a super skill (like ssj) by wishing for it. Unless for some wonderful reason they let us just upgrade to it. *Wishful thinking* xD

Its my understanding you get the Dragonball chip from the first set of dragon balls (the ones you quest for) its part of the reward for making a wish.
