In which city/village and where is that wilage? And can i get a vehicle when i am lvl 9?

You should have a vehicle from the newbie box. Other than that no you cannot get a vehicle at level 9. There are green 10 speed vehicles in Korin for level 15, and for level 20 there are blue, brown and purple 10 speed vehicles in West City.

Do the blue,brown ... ones expire ?

They're exactly the same as the ones in Korin, just a different color and level requirement.
