If I've been reading the interviews correctly the Japanese have been doing the scenario and graphics, while the Korean developers have been doing the programming. There have many talks about when the Japanese launch would happen, as well as the game going 'global' only if the game succeeds in Korea and Japan.
And it's been stated in the latest 4gamer interview that Bandai Korea is in licensing negations, and that Taiwan and Japan were next for a release.

dont forget that in the most of japanese games u nees a japanese IP or u cant play, if they do this, then we'll have to wait for the Taiwanese version...
