If you're using 64-bit Internet explorer, it won't work. I had this problem in the beginning. The normal Internet Explorer should also be on your computer. Use that one instead.

I don't think you can validate by email. I believe the 4 choices are by phone, by resident card issue date, by mail, and I'm not sure what the last one is. I'm pretty sure it's not by email, or everyone would be able to make an account and not have to beg Koreans for their cell phone number
