1.Create new character
2.Reach lv10
3.Go to mailbox and receive epic lvling. (before event ends)

u dont even need to lvl him up too 10 just have a new char made within the event time and u should get the item the next day. You just need too be lvl 10 for the item too work that's it easy and simple
