What does "didn't cut it" mean? You should be using IE for the entire process. Any problems with forms not working correctly is most likely caused by you not using IE.

I mean that it didn't get the job done either, but I had more luck with the process using Fire fox, I may not have a properly installed working korean language format or what ever it's called, but if I don't the only other places I've checked I had to pay, and one I installed was even worse, so if there is something stopping me from this it's likely that. But it displays all the korean characters fine and doesn't give me any errors to hint at it being the issue.
Well anyway, before I go ahead and jump to conclusions I'm going to try and find a different install, now that I found a free one. And I'm going to try this.
Ok these I believe are ALL Real adult KSSN's, Citrinate was right only IE works but if you don't have the Korean language pack you can install it here =

And MAKE SURE THAT YOUR ADULT KSSN IS AT LEAST 20 YEARS OLDER THAN THE KSSN YOU CHOSE TO MAKE YOUR ACCOUNT (example if you chose a KSSN with 98, look for one in the list that is 78 - 77, 76, 75, etc.) If you generated the Kid KSSN right, downloaded the language pack, used the adult KSSN and then followed the rest of the steps you SHOULDN'T have any issues.
