I think they're trying to make something way different then KR mods with that dogi improve item, according to these kanjis (chinese signs) wroten over there in last pic of official update site this item may give u pernament effect but instead ur dogi gonna be binded which means u wont be able to resell it anymore (in fact that makes more sense, i think the items price in AH gonna be hilarious since there's possibilty it gonna be pernament and it gonna be cash item for sure).

when it binds you can just unbind it again and resell.
