As for quest descriptions, i wasn't aware that people actually read those? In both english and non-english games i go to the questlog numbers instead of the quest description.
And as far as 'cut-scenes' etc go, in all fairness everyone skips those. I remember Trial of the Crusader when it first released... Every single player was complaining about the cut-scenes and wanted to be able to skip them.
When i played other MMO's i've frequently encountered non-english players aswell (Brazilians, Russians and Polish people for instance) I couldn't understand those and for the most part i was only talking to the ones that were part of my own closed community (guild and friendslist)
Getting a game to be taken up by an english developer also poses more problems then just getting someone to translate and release it. There's a lot of money involved just for starters and where there's money there's a lot of time negotiating.
The main reason to wait for japanese/international release is the bothersome KSSN issues.

Not usually, but seeing as this is DB and i actually know what the story is about i'm thinking i'll pay extra attention to those things this time around
Same goes for cutscenes
But in most those cases i'm sure those people had at least a faint understanding of the english language
