Yea only new chars have it.
i made mine about 5 days ago.
level 25 still able to use it.
It is very handy because some potions i got from it i could sell for 120k and that at a level of around 20.
The event didn't start until the first week of the month. If you created your character 2 and half weeks ago, that would make it in the end of July, or early August before the event started. You only get the box for a newly created character that was created after the event started. I had some new characters that I created, but never logged in with that didn't get the box. I deleted them and recreated them a day later and they had the box
