Skill Resets (Green) - Resets all SP from skills.

You can get them from Log-in events or obtain them from using cash points

I've talked to a few others and they didn't get any skill books at level 34 either. Is it a quest reward?

no its just from log in events that happen. but honestly, unless your build is like absolutely terrible, you can just keep the build until the next lvl cap update, because they reset the skill trees after each lvl update.
