2000 exp a mob...maybe with 200% exp scrolls. What dungeon are you referring to?

UD0 in red map. Thats where I level charachters, I Just use my karma majin to aoe rape the mobs with geonocide blast and Kid Buu pot while the low level hides in the corner, there is a specific spot where the aggro is almost constant. Infact you only get about 4-5 seconds of a break between aggro. Therefor you need good LP and very high defence as well as attack. If you dont have a strong majin you will die, I dont think turtles are bulky enough, nor do they have the spammable AOE of a kid buu majin.
There are obviously much easier places to stand in the dungeon that allow you to survive a lot lot easier, but the exp is amazing in the spot I stand.
The mobs are all Level 55 Supers, and are strong, and attack in groups. You also take poison damage from skunks there.
You cant have anyone else in the team obviously as it effects your exp.
An auto pot is a must. Your defence and LP must be high enough to allow your auto pot to come off cooldown before it is required again whilst tanking constant aggro.
Make sure u have LP pots or Y pots.
Make sure you have candy if you are majin, so you get boosted sitting LP regen for the very short breaks in combat you will have.
And yes while you get less exp the lower your level, it is proportional, as obviously you require less exp to go up to the next level the lower you are. At low levels you will level crazy fast in that place.
