High Tension Blow, you get the first when you do the adult class in lvl 30. You get the other in lvl 40 by asking shenron. There is a specific Htb 1 for each Class and a specific HTB 2 for each sub-class

With the armour are they high defence low e defence, mid defence mid e defence, low defence high e defence or is it bonuses that vary?

The HTB is a Skill.. the first one ( lvl 30 ) hits 1500 dmg and the 2nd ( lvl 40, wish to shenron ) hits 2500

Damn, and here I was hoping I could get SSJ at 30ish. At level 16 I already had 3 Dragonballs that I picked up from mob kills.

What are the wishes on the first set?

Yes. You can keep the DBs until level 40 and then make the wish.
